With Chinese reform and opening-up policy, and rapid economic development, the cause of China overseas-educated personnel has entered a vigorously developing stage, and thus the international qualified personnel exchange has become an important sector of the economical globalization. In order to target the strategic plan of building China into a well-off and harmonious socialist society, to carry forward the strategic implementation to turn China into a powerful nation with top talents, to develop a healthy cause of overseas-educated personnel, China Overseas-Educated Scholars Development Foundation was established by the registration with the Bureau of Civil Administration Ministry and approval by he State Council of China. And the foundation’s higher-level authority is the United Front Ministry of CPC.

The foundations objective is to observe the Chinese constitution, the laws and regulations, and other related stipulations, follow higher authority’s guidance and accept its supervision.
